The 2024 CCR lists chloramines as the primary disinfectant in Houston's Main System, averaging 3.0 ppm with samples up to 5.4 ppm (EPA MRDL is 4.0 ppm). Chloramine is more stable than free chlorine, so it lingers in the pipes — which is great for microbial control and bad for taste, smell, and aquariums. Standard carbon filters barely touch it; you need catalytic carbon with adequate contact time, which is what a whole-home system is built for.
